For ease of app approval process, list only techniques already in the Jutsu archives. If you wish to make custom techniques, that is perfectly acceptable, just list techniques from the jutsu archives which are already approved on your profile and then come back and update it once your new techniques are approved. There is no penalty for not using your free jutsu slots when making your profile. Those jutsu remain free slots until you choose to use them, even if you wait until you're A-rank in order to cash in on several free A-rank techniques.
